Azure has Canada Central / East, isn't that enough?
Azure does have Canadian regions (Toronto and Québec). However, Microsoft is a US company subject to the CLOUD Act: a US federal warrant can compel access to data, even Canada-hosted. For a public organization or sensitive firm, residency is not enough — operator jurisdiction matters. secuAI is Québec, operated by a Québec company.
Is Azure OpenAI really more complex to integrate?
